Interior finish carpentry generally does not need a permit. Trim, crown, baseboard, built-ins, shelving, interior doors hung in an existing opening and drywall repair are finish work. In most Lake County municipalities that does not require anyone to pull anything.

Structural changes do. Removing or altering a load-bearing wall, creating or widening an opening, and anything that changes the load path is permitted work almost everywhere. Zion is no exception, and it should be pulled rather than skipped — an unpermitted structural change shows up at resale and it is expensive at that point.

Much of the housing here predates the war, which means plaster over lath rather than drywall, original trim profiles that were milled a century ago, and openings that have moved with decades of settling. Matching matters more than replacing, and almost nothing is a straight swap.
